What is being proposed?

Pennant Walters is developing proposals for the Glanllynfi Garth Wind Farm, located near Maesteg and Pontycymmer in South Wales.

The current proposals comprise up to eight wind turbines with a maximum blade tip height of up to 180 metres, alongside associated infrastructure including access tracks, crane pads, cabling, temporary construction compounds and electrical infrastructure

Where is the proposed site located?

The proposed site is located near Maesteg and Pontycymmer in South Wales.

How much renewable electricity could the wind farm generate?

It is estimated that that the wind farm will generate up to 38MW of renewable electricity, which will be equivalent to the domestic needs of approximately 24,716 households.¹

Why has this location been selected?

The majority of the proposed site lies within a Pre-Assessed Area (PAA) for Wind Energy as defined in Future Wales: The National Plan 2040. This designation establishes a presumption in favour of wind energy development in this location.

What stage is the project currently at?

We will be holding three public drop-in events to share our plans and gather feedback about our proposals. Details of the events can be found below:

What is the Pre-Application Consultation (PAC) process?

The PAC process forms part of the statutory planning process for Developments of National Significance (DNS) in Wales.

During this period, local residents, consultees, stakeholders and statutory bodies will have the opportunity to review the proposals and provide feedback before a planning application is submitted to Planning and Environment Decisions Wales (PEDW).

Who will determine the planning application?

As the proposed development is expected to constitute a Development of National Significance (DNS), the application would be submitted to Planning and Environment Decisions Wales (PEDW) for determination.

What environmental assessments are being undertaken?

A range of environmental and technical assessments are currently being undertaken to inform the developing proposals.

These may include assessments relating to:

Landscape and visual effects
Ecology and ornithology
Noise
Traffic and transport
Hydrology and drainage
Cultural heritage
Ground conditions
Public rights of way and recreation

Will there be opportunities for local feedback?

Yes. Pennant Walters is committed to engaging with local residents, stakeholders and consultees throughout the development process.

The project website will be updated regularly with consultation information, project documents and opportunities to provide feedback.

Is a community benefit fund being considered?

Pennant Walters is exploring opportunities for a community benefit fund that would be tailored to the local area surrounding the proposed development.

The project team is also exploring opportunities for local ownership, shared ownership and community participation in line with Welsh Government renewable energy objectives.

How long would the wind farm operate for?

The wind farm is expected to have an operational lifespan of approximately 30 years.

Will there be construction traffic?

Construction traffic would be managed through a detailed traffic and transport assessment and associated management plans.

Further information will be made available as the proposals develop.

Will the project affect wildlife and ecology?

Environmental surveys are currently ongoing to help identify and assess ecological considerations associated with the site and surrounding area.

The findings of these assessments will help inform the design and mitigation measures for the proposed development. Further information will be made available for review during the Pre-Application Consultation (PAC) process.

How can I stay informed about the proposals?

This website will be updated regularly throughout the development and consultation process.

Information relating to consultation events, project documents and project updates will be published as it becomes available.

How can local communities and interested parties influence the development of the proposals?

We are currently in the statutory Pre-Application Consultation (PAC) period for the Glanllynfi Garth Wind Farm project, which runs from Thursday 13 August 2026 until 23:59 on Friday 2 October 2026.

This is a key opportunity for local communities, stakeholders, and interested parties to review the proposals and provide meaningful feedback.

Once the final planning application is submitted by Pennant Walters, there will be a further opportunity to comment during a formal consultation led by Planning and Environment Decisions Wales (PEDW), giving you another chance to have your say.
